https://bugs.kde.org/show_bug.cgi?id=364701 --- Comment #1 from Simon Depiets --- We recently worked with the windows team to have lokalize building in KDE craft and available on the binary factory https://binary-factory.kde.org/job/Lokalize_Nightly_win32/ These installers include full kde features but currently no translations yet.
