hi.  apologies for the breakage.  neon testing was utilising neon unstable's
qt5 and kf5 packages.  however recent changes to some kf5 packages in relation
to plasma6 have thus filtered down into neon stable and broken stuff.  to solve
this problem testing has been diverted since last week to allow the deployment
of native qt5 and kf5 packages in testing.  obviously this is a huge change to
the tooling infrastructure and is now in being tested before the diversion is
removed and the new packages are made available in the archive.

After some searches, the issue is supposed (*only supposed*) to come from the
packages "libkwinglutils14" and "libkwineffect14", that are responsible of:

"KWin (pronounced as one syllable "kwin") is the window manager for the KDE
Plasma Desktop. It gives you complete control over your windows, making sure
they're not in the way but aid you in your task. It paints the window
decoration, the bar on top of every window with (configurable) buttons like
close, maximize and minimize. It also handles placing of windows and switching
between them."

I can see that there are available "libkwinglutils13" and "libkwineffect13" as
dummy packages in the repositories, but I won't even try to install them next
to 14 series.

I have the same problem.
I solved the problem with jammy file on /etc/apt, wirtting Package where It was
missing or addin priority 1100 if It wasn't.
But, Desktop on x11 is unusable and Wayland even doesnt boot.

So, summarizing, in brief:

- Window titlebars and borders now missing. (And Ctrl-M doesn't seem to work.)

- Can't drag windows.

- Clicking on windows seems to change focus for the mouse but not the keyboard.
(The keyboard focus will change, but I can't work out what does this.)

- Can only close windows if the application has a File Menu with the Quit
option.

- Virtual Desktops have disappeared

- I can't minimise/maximise windows

- Panels have stopped autohiding (I have 2 panels set up, one autohiding with
the global menu)

- Windows opened are stacked all in the same position, without possibility to
move

You can upgrade your system by ctrl+alt+f3, but not at the moment, because the
bug is still present
I have tried with xfce in kde neon as emergency DE and all works well
I hade tried to change themes, disable effects, but kwin crash anyway

And with latest update of today 2023-08-17 the things haven't changed and the
issue is still present.
The desktop is almost unusable.
