The problem is that gs doesn't like that file

You probably want to open a bug in https://bugs.ghostscript.com/ and report

The attachment provided showed thumbnail with latest KDE. But some other PDFs
did not. I want to email the attachment to someone responsible because it's
above 4MB. Who in this list should I sent it to?

With the file in attachment, you can test that there's no thumbnail. There
should be but there's not. What's at false here? Dolphin?

There are many PDFs that fail to show thumbnails. I've selected one of them
that's small.

Okular is not resposible for thubmnailing of pdf files in dolphin.

But anyway attach the file, otherwise your bug report is never ever going to be
fixed.
