I still can't reproduce this crash even with Neon LTS (on VirtualBox but it
shouldn't matter).

I'm trying to move (closed) LUKS partition on my USB stick and it works without
crashing. Any chance you can try some other live usb to see if it crashes too?

Well, you shouldn't be able to move it when luks is opened.
Automount should also be disabled as soon as you click apply.

I can't reproduce it on my system here but I'm downloading Neon LTS.

Well I haven't luksOpened the drive yet... OR touched it other than trying to
use kde partition manager to move it. Since this is a live USB it isn't set up
to auto mount that I know of.

I installed partitionmanager-dbgsym but partitionmanager-dbg wasn't found in
the main repo.

Hmm, I don't think debug symbols worked.

Can we try one more time. Make sure you have both partitionmanager-dbgsym and
partitionmanager-dbg.

If it still doesn't work, I'll download neon lts...

to install debug symbols but I'm not sure it worked correctly, let me know if
this helps. This is on KDE Neon LTS 5.8 Live USB

Hmm, strange that it crashes in Partition::sectorsUsed function. There used to
be a bug in that function (e.g. #365872) but not in version 3.1.0.

Can you try to reproduce the crash with debug symbols installed, so that I get
more information about the location of the crash?
