Kde and Latte-Dock could use different implementations. But I never looked into plasma nor latte-dock code so it's just my guess. OP seems to be inclined to close it. Since Latte-dock is dead (or at least not in a usable state right now and I don't see a bright future for that project) latte-dock is not fix for this bug. And honestly, I would love to see this feature in "native" Plasma panel (which can now easily replace latte-dock with his new floating option). The thing is, there is no reason to "autohide" panel when there is no window blocking the space where the panel is.
