this shouldn't be there.

Open the digital clock settings -> timezones
search for london. You'll see two entries.

One says "region Local" "Your system timezone"
the other says "Europe/United Kingdom"

Select the first one. This was the default, you must have changed it at some
point.

Please reopen if there's still an issue.

you can replicate it by manually changing the time zone form the "Adjust Time
and Date" gui

and yes after resarting KDE the Clock shows the correct time.

Please try to replicate and if you still can't I will send you the other info
you need.
