STEPS TO REPRODUCE
1. Start Wayland.
2. Set shortcut for any panel or desktop widget - for example right click on
digital clock panel widget -> Keyboard shortcuts -> set shortcut to Ctrl+Alt+Y
-> apply.
3. Invoke digital clock widget by newly set shortcut.
4. Press the shortcut one more time.
OBSERVED RESULT
The widget not deactivates
EXPECTED RESULT
Widget deactivates - X behavior
