It used to work without any problems with v.2.6 for example (newest is 2.9.2) but now, when I downgrade to that version, it doesn't help and the problem is here. If Telegram itself is not at fault, the only other thing it could be is that you have installed an icon theme or a Plasma theme that overrides the standard icon with one that does not show a counter. For example I installed version 2.8 and it was working fine before, but now I have issues with it as well.
