There wasn't a ~/.cache/kde folder, but there were a number of kde-related folders in ~/.cache (e.g. kwin, plasmashell, etc.). To make sure I got them all, I deleted every folder in ~/.cache and restarted. The bug persists with no changes. Notably, I recently had to format my drive and re-install everything from scratch; the issue was present both before and after doing this, occurring on both installations.
