I saw a user having a similar issue on Reddit:

So I checked if I have any custom menus installed, and it turned out that I
have `~/.local/share/plasma/plasmoids/org.kde.plasma.kickoff`. I have no idea
why it's there, but I deleted it, and the menu is back to normal now.

We had one other person report this in the past but I can't find that bug
report now, and unfortunately I haven't the faintest clue what could possibly
cause it.

Update:

So it turns out opening the menu with Meta opens it at the center of the
screen, while clicking the menu icon with a mouse opens it attached to the
panel but centered vertically on the screen. The expected position is in the
top right corner, where the icon is.
