Horizontal panel bleeds on second monitor

Hi, I assume there is the same problem with my panels' arrangement. Maximized
or not - it doesn't matter. Floating or fixed too.
If I have a vertical panel on the left, then the horizontal panel on top or
bottom will shift to another monitor.
