I would like to second this bug. I am using KDE Neon 5.14 (Plasma 5.14.4,
Framework 5.2, Qt 5.11.2, kernel 4.15.0-38), based on Ubuntu 18.04, and the
behaviour I am experiencing is exactly as described in the bug report. My
printer is a Dell 2330dn and I am using the drivers downloaded from Dell's
website.

What extra information can I provide to help debugging this?

I want to second it. I have almost the same issue:

SUMMARY

On Kubuntu 18.04.1 with Plasma 5.12.7 I can not save printer options properly.
I have used the same printer with the same driver with Ubuntu 18.04 without any
issues.

STEPS TO REPRODUCE

1. Open 'Printers--System Settings Module'
2. In 'Configure your printer' section, select 'Add printer'
3. Choose 'Manual URI'
4. In 'connections' type 'socket://IP' where IP is the ip address for the
printer and then click on 'Next'.
5. Select 'Manually provide a PPD file' and then 'Next'.
6. Give the printer a name ...

Note: the driver is KONIKA MINOLTA C652SeriesPS(P)

After the printer is appeared in the list of Printers:

7. Set it as 'default' and click on 'Configure'
8. In 'Printer Options'change some settings
9. Apply -> OK
10. Open the Printer settings again and you see that the settings have not been
saved.

OBSERVED RESULT

When opening a PDF file with evince to print, I think most of the options are
available. The printer will print normally except that I do not see the staple
option in evince (in the advanced tab) and so the printer does not apply
staple. In Okular I do not see any staple option and presumably it should use
the default settings (which are not saved in this case).

An observation in the first try:

Only in the first try to add staple option, I observed that evince has the
option 'staple' available but together with a yellow color (kind of warning,
don't remember exactly).

EXPECTED RESULT

Printer settings are not saved. In particular, staple options do not apply.

SOFTWARE/OS VERSIONS

Linux/KDE Plasma: Kubuntu 18.04.1
(available in About System)
KDE Plasma Version: 5.12.7
KDE Frameworks Version: 5.44.0
Qt Version: 5.9.5

Yes, default settings are applied after setting them in http://localhost:631
(thanks for that tip) and they stay changed if i open "System Settings >
Printers > Configure > Printer options", but changing anything directly from
there does nothing as i already described. This exactly problem occurs for my
colleague i can't say which exactly model he has got but it is HP 3-in-1.

This is a duplicate of another bug, that I could not reproduce, not I can
reproduce now, so if you would like this fixed I'll need you to do some better
investigation. Does changing it via http://localhost:631 works? Do you have
another printer that this also fails?
