My use case is that I've specified a wrong region during OS installation (left the default choice, based on location). Then after the installation, I've changed the region and format to the ones I actually can read. Those formats were updated everywhere, except the login screen. Having a string in the language I don't know on the login screen was pretty annoying, I was even thinking about re-installing the whole system because of that.
