I just read the specification for the "xdg-autostart-generator": https://www.freedesktop.org/software/systemd/man/systemd-xdg-autostart-generator.html This means in the first line for systemwide configurations, or? Could not find something for a specific user. And this wish is for KDE. So a specification for KDE will help. If you want to delay the start of a certain app you can write a script that starts the app after sleeping for the desired amount of time. That said it seems like you want to use this to work around application bugs.
