Error while opening Global Theme

STEPS TO REPRODUCE
1. Open Systemsettings
2. Go to Appearance
OBSERVED RESULT
Module can't be loaded because of errors
EXPECTED RESULT
Module opens

Splash Screen, Desktop Effects don't also open with similar error (didn't try
all).
