introduce compile-time selection of the file dialog implementation

I think this topic has come up on the ML already, but it caught my attention
again:

KDevPlatform currently uses the KDE_FULL_SESSION variable to determine whether
or not it should use KDE file dialogs instead of "native" ones (read: Qt's
implementation of actual native dialogs).

I find this a bit silly for several reasons:
- both types of dialogs have their pros and cons, with the KDE dialogs having
considerable advantages for developers over the native Mac dialogs, in my
experience. KDevelop users ought to be perfectly capable of making their own
informed choice which they prefer. See also

- the main platforms for which the distinction was probably introduced both
allow users to set that env. variable (this is what makes the implementation
silly in my opinion).

I'd propose 2 alternative solutions:
- make it a build-time choice via a CMake option with the default set to match
the current behaviour. That's the simplest option which basically turns runtime
ifs into compile-time #ifdefs.
- make it a runtime user choice, with an option in the "User Interface" config
panel. Not unheard of esp. in complex, multipurpose workhorses (you'll find
such an option in Open/LibreOffice).

I'll attach a patch for the 1st alternative and am willing to look into the
2nd.

Same problem here. Updated on OpenSUSE Tumbleweed. The Kmail/ Akonadi combo is
very much a "hit and miss" at the moment. Sometimes I can read quite some
emails in a row, sometimes I get the "Retrieving Folder Content" message for
hours on end. In the past restarting akonadi seemed to help, but no longer.

Akonadi is at 5.4.3.

I'll be happy to provide any logs, info whatever that could help in fixing
this.

I have been plagued by this bug for several months now, and i am glad to see
that it has been reported in detail by others here.

However, i am utterly disappointed that such a serious and debilitating bug
("This has made KDE frustrating to use", said Bob Farmer) has been around for
11 months since first reported, and there has been no further comment (or,
better yet, action) from KDE developpers for about 8.5 months now (!!!)

I visited the KDE stand at a recent FOSS event and i was told that there is
exactly ONE (1) (!!!) person involved in kwin development! I hope this is
wrong... but i cannot help wondering whether this might explain these delays...

I would like to hope that making fancy YouTube promotional material has not
become more important to the KDE Project than technical merits...

When using "Centered" as the default placement for new windows, they are not
centered correctly on the screen if the task manager panel is on the side of
the screen.

I place the task manager panel of the left side of the screen, and new windows
are not centered but instead are pushed to the right. The wider the panel is,
the more off-center windows are placed.

Pixelated Flickr wallpaper, 1920x1080

As stated in the title, Flickr Picture of the Day wallpaper is pixelated (not
correct resolution downloaded from Flickr servers?). Affects at least
resolutions 1366x768 and 1920x1080.

The issue makes usage of Flickr wallpaper quite uncomfortable (not completely
useless but at the moment I see Flickr wallpaper as a less-preferred choice).

The attached picture demonstrates the issue (hopefully clearly enough).

The bug has been there ever since I started using Plasma 5 Desktop (from ver.
5.9.2 to 5.9.4).

It's also a matter of taste and needs. Krita is not a simple, single-purpose
application but a powerhouse that also caters to power users. I think those are
perfectly capable to decide which type of dialog they prefer based on their
relative pros and cons, so IMHO this kind of decision ought to be under control
of a user option.

I've never tried to manage complex lists of supported file types but (thus?)
this claim surprises me a bit. In part because AFAIK Qt creates its own
native-look dialog more or less from scratch (then again that could be the
reason of the buggyness).

IMO, for XML style files, the only sensible use case for "collapse top level
node" is to collapse all child nodes (however deep), and leave them collapesed
when expanding top level node again.

just having the two lines with the xml header and the top level element seems
meaningless otherwise.

Cell text as it is redered when sheet is used in Gnome Shell 3.22

Affects Calligra Sheets 2.9.11 under Gnome 3.22 from official Fedora 25 repos.

Text rendered inside cells is blurry, gets blocky when zoomed in and make
sheets unusable under Gnome Shell 3.22. Observed whether plasma is installed or
not. Rendering is fine on the same setup under Plasma.

Expected result : Text should be readable whether used in Plasma or Gnome Shell

Steps to reproduce : Install Calligra Sheets from Repos on a clean Fedora 25
setup.

The Task Manager option, "Open groups in popups", produces a vertical list of
windows for the group (e.g. by program name), which only shows entries. The
rendering of the last in the list appears to be below the taskbar. Open users
have many more windows open for a program than 15, for example many more
Dolphin windows, which can serve as a reminder for various tasks. The inability
to scroll this list means that all windows cannot be accessed from the taskbar
when grouped. 

Not grouping with a large number of windows causes each window to have a very
tiny icon which is almost indistinguishable from the others. Scrolling through
a large number of ungrouped windows in the taskbar, even with tooltips, is very
time consuming.

Another option, the Window List which has a scrollable popup, does not have the
ability to group windows by program name, and in fact has no settings at all.

This happens even if the "maximum rows" is set to 99. (Apparently this has
nothing to do with the popups.)

A simple solution is to have the popup list be scrollable when the list exceeds
a certain number or height.

All files I have tried open and print as expected with LibreOffice Draw. The
print dialogue displays a scaled view of the document. Is this dialogue
available to Okular or is it part of LibreOffice? It may be a good place to
start by looking at the processing for print in Okular. Could these libraries
be used? Just a thought?

When trying to build kde frameworks for SailfishOS, i found that kcrash fails
to build because of the following function in kcrash.cpp.

I just printed the example file into a pdf file using the current Okular git
master.  That worked flawlessly, besides the fact that a few fonts got
rasterized (which may be a feature).

I can confirm the problem here (using Okular Version 0.24.2 Unter KDE 4.14.16
on Kubuntu 16.04).

What I also observed is that while new dolphin instances won't ask me for the
smb credentials again, I have to provide them in the okular file open dialog.
Don't know how the underlying kio magic is working or supposed to be working so
I'm not sure if that observation is useful at all.

When grouping and "Show Toolips" are selected, the horizontal tooltip can only
display 5 preview windows at a time in the horizontal tooltip. There is no way
to scroll through these previews if there are more than 5 windows in a group. 

Not grouping windows in the taskbar and having one tooltip preview for each
window isn't practical when there are a large number of windows for one
application.

The tooltip bar should have some ability to scroll right and left through all
window previews.

This is particularly important because the grouping popup list has no ability
to scroll either so there is no way to access all windows from the taskbar when
the  windows are grouped.

You're probably having an intel driver, and that Intel driver is still broken.
Just like the one on one of my devices, but there it causes a crash. 

Can you please tell me the exact brand and model of your computer, the exact
model of the GPU and the exact version number of the driver. I'm in contact
with Intel, and they want to have a list of broken combinations. If you have
Windows 10, press the windows key, type "hardware", open the suggested
application and check for display adapter.
