So some stuff seems to be cached, but other things still happen each time you open the dialog. It would be nice to have a dedicated issue product/component where general snap packaging issues can be assigned to, so the snap doing team is aware of them and people can see if their issue is already known. Example: bug #399154 which is about missing fonts. However, the Brush Presets docker icon size adjustment slider also affects the Patterns docker swatch sizes (at the same time as it changes the Brush Presets docker icon sizes). This has been observed in the latest nightly builds of 4.2.0 pre-alpha for Linux and Windows and seems to have been the case since 4.0.3(?) first introduced the Brush Presets docker icon size slider.
