new details:
I wrote a test mail to myself using é è ê û ô à ...
in the reply these special french character are perfectly quoted.

The problematic messages come from gmail accounts (message OK, but french
character lost in the reply). They have a heavy header and I just compared the
charset lines which are slightly different: 

gmail: 
Content-Type: text/plain; charset="UTF-8"
Content-Transfer-Encoding: quoted-printable

kmail:
Content-Transfer-Encoding: base64
Content-Type: text/plain; charset="utf-8"

No idea if this is the explication.

Also setting encoding to UTF-8 manually (Options/Encoding/Unicode/UTF-8) does
not fix the reply.
And there are no french character problems in the reply with non-gmail
messages.

thank you for the feedback.
Interesting, I have no import options for vcard directories, nor an import
wizard.
Hence, I still cannot import a vcard directory (anymore).
KAddressbook 5.13.2 meanwhile. I'm puzzled since it works flawless on a laptop
with a different installation history (as described).

I'd like to add more info, also I could play with a new, pristine notebook for
testing.
Of course I tried the published procedures of deleting the akonadi directories
and akonadi* files in .local/share/,  ./config and ./cache

Also akonadictl fsck && akonadictl vacuum.
Nothing enables kaddressbook to work with imported vCard directory.

One detail was surprising (on a new TW installation): the WARNING_README.txt
file was written into the home directory instead of the vCard directory

These are my findings with respect to installations: (does not work means can't
import vCard dir):
TW20200111 (rolling updates, on my production box): does not work (anymore)
TW20191128 (not updated since): works
TW20200111  (fresh install): does not work
LEAP 15.1 (fresh install): works
TW20200111 updated from LEAP15.1: works

STEPS TO REPRODUCE
1. right click in pane Addressbooks / add addressbook 
2. select vCard directory (which worked before and also on an other
installation)


OBSERVED RESULT
contacts folder is displayed
but has 0 objects & size 0 and no content displayed (in the Name pane)

EXPECTED RESULT
list of addresses

I guess some akonadi files are messed up. tried to delete but probably i have
not catched the right ones or all of them.

does not work as a new user either

simply deleting the list item and adding a dir again is not the solution

updated invitation does not work for me neither:

update of an accepted invitation, which is present in my calender:
selecting record invitation in my calendar in the message
deletes the event in my calender. 
Update calender does not help either.

also Birthdays & Anniversaries are always shown after launch even when
deselected. Selecting and deselecting in the calendar manager hides them, the
desired setting just seems not to be saved.

cannot delete folder (from local folders). 
They re-appear after the next reboot or (akonadictl restart)

sometime akonadi_indexing_agent pops up a dialog window with error message, but
this freezes and shows content of underlaying desktop items.

Starting kmail from konsole shows many lines like
"Item query returned empty result set"
js: Uncaught TypeError: qt.jQuery is not a function
log_akonadi_indexer_agent: Failed to fetch items:  "Collection does not exist"

My system:

1) notify/enable "Mark taskbar entry" has no effect (no counter in the taskbar
icon) and all folders remain unselected in tab Folders

2) counter works only after selecting the folders in tab Folders

I would expect 1) to already enable the action.
Also after closing the tab Folder some selections seems to become deselected
(with no effect on the counter).

YES - this is it. 
No folder was selected. I'm sure that I never touched this. But switching "Mark
taskbar entry" on then off deselects all folders - sure, but taskbar
notification works with "Mark taskbar entry" deselected. The logics between the
2 tabs (notify and folder) or better: the stored setting seems to have a little
disconnect.

it's working fine on my laptop with exactly (as far as I can tell) the same
config. 
kmail,  kdepim4, akonadi etc 4.12.1 r436.1
kdebase4-workspace 4.11.5 r1022.1
I also tried a fresh kmailrc but this did not fix it. akonadi_newmailnotifier
is running.

when deleting an attachment there is still no trace of it/no information about
the file name(s) that were attached in the message. In addition when the
attachments are removed the message size information is not corrected in the
message list.

again!
What happened ? no update, but I ran into the "retrieving folder contents bug"
so I had to restart the Akonadi server. Since then new messages are marked

worked fine for a while, but stopped recently for no obvious reason (maybe
after a minor update). Unread messages are not marked blue in the list, and no
more counter in the system tray icon. Acoustic notification when new message
arrives still works.

I confirm: moving messages from inbox to another maildir folder does not work.
The message is actually moved from the inbox message list, but reappears there
when kmail is restarted.

similar problem when accepting an invitation and trying to send the
confirmation message:

kmail2 error message:

Failed to transport message. Message sending failed since the following
recipients were rejected by the server: Joe Smith  (The
server responded: "5.1.3 Bad recipient address syntax")

And nothing is sent. recipient address is definetly correct (not the dummy
address above of course)

cannot delete attachments of messages, but inconsistent behavior in different
folders, sometimes no attachment can be deleted, sometimes it works, sometines
all but the last attchment can be deleted.

right klick on attachment, delete attachment

Actual Results:  
attachment AND message body disappear, to reappear after klick on another
message and return to the message just edited. File size remains unchanged.

Expected Results:  
replace attachment wirh phrase 'attachment file removed by userid date...' as
in kmail1

OS: Linux (x86_64) release 3.1.0-1.2-desktop

what do you mean with on top of KDE4+Kwin ?

I'm running kmail 1.13.1 on the latest and greatest KDE4.4.1 rel 227
and still have the problem when I enable Encryption: using TLS for secure mail
download + plain Authentication Method

bug still there in version 1.12.3 (KDE3.3.3). 
Each time I send mail via this mail server I am prompted to accept this
certificate. In spite of selecting "forever" I'm prompted again after kmail
fetches mail the next time. I select again "forever". Then no more "Server
Authentication" prompts in spite of mail checking on this server until I send
the next message. Looks like sending a message deletes the "accept certificate
forever" flag.

now this is interesting/confusing: on a different computer but with same
versions of kmail, kde, and linux, the not quoting problem does NOT appear. I
