pinctrl: intel: Allow to request locked pads

Some firmwares would like to protect pads from being modified by OS
and at the same time provide them to OS as a resource. So, the driver
in such circumstances may request pad and may not change its state.

Bug description:
  [Impact]
  On the machines with AMD Ryzen acp audio design, the audio can't work
  anymore after upgrading the libasound2 to ubuntu3(groovy)/ubuntu2.1(
  focal), this is a regression on libasound2 for those machines. the AMD
  Ryzen acp audio card needs to load ucm to work with pulseaudio, but
  this audio card doesn't have an independant ucm for it, it needs to
  link to an existing HDA-Intel ucm, the check_empty_configuration() needs
  to cover the situation that Linked is true, otherwise it will fail
  to load the ucm for the audio card. Even the audio card could load the
  ucm, the output is muted and the init output volume is too low if
  freshly install the OS on these machines.

  [Fix]
  Backport 1 alsa-lib patch to fix the failure of loading ucm on AMD
  Ryzen acp audio machines. Backport 4 alsa-ucm-conf patches to fix
  init mute and init output volume problem.

  [Test Case]
  Install the updated libasuond2, rm ~/.config/pulse/*; sudo rm -rf
  /var/lib/alsa/*; sudo sh -c 'echo b > /proc/sysrq-trigger' and run pacmd
  list-cards, we could see the pulseaudio load the ucm successfully and we 
could see
  the sound card is generated and all output and input devices are listed
  under sound card, but the init output is muted and the volume is very low
  if we manually unumte it. Now install the updated alsa-ucm-conf, rm 
~/.config/pulse/*; sudo rm -rf
  /var/lib/alsa/*; sudo sh -c 'echo b > /proc/sysrq-trigger', the output is
  not muted anymore and the output volume is OK to most users.

  [Regression Risk]
  This could make the machines with sof audio driver fail to load ucm
  , then all audio function can't work as before, like the speaker can't
  output sound or the internal mic can't be found or can't record sound.
  But this possibility is very low, I tested this SRU on some machines with or
  without sof audio driver, all worked as well as before.

  
  After logging in, only a dummy device is available for audio playback 
(resulting in no audible playback). When running "pactl load-module

It seems that the patch in 171 does not work (i.e. touchpad is still
dead) on kernels older than 5.8. I tried 5.4.75, 5.7.19, and 5.8.18. I
don't really want to look into this further since I'm fine with the
newer kernel, but wanted to give you and any other users a heads up in
case they find themselves in a similar situation. The kernels I was
testing were taken straight from Ubuntu's mainline kernel page, and had
only the following changes: CONFIG_PINCTRL_AMD was made into a module,
specified line in  pinctrl-amd.c was commented out.

Thanks again for all of your help in making the linux experience with
this class of laptop much more enjoyable!

  On the machines with AMD Ryzen acp audio design, the audio can't work
  anymore after upgrading the libasound2 to ubuntu3(groovy)/ubuntu2.1(
  focal), this is a regression on libasound2 for those machines. the AMD
  Ryzen acp audio card needs to load ucm to work with pulseaudio, but
  this audio card doesn't have an independant ucm for it, it needs to
  link to an existing HDA-Intel ucm, the check_empty_configuration() needs
  to cover the situation that Linked is true, otherwise it will fail
  to load the ucm for the audio card. Even the audio card could load the
  ucm, the output is muted and the init output volume is too low if
  freshly install the OS on these machines.

  [Fix]
  Backport 1 alsa-lib patch to fix the failure of loading ucm on AMD
  Ryzen acp audio machines. Backport 4 alsa-ucm-conf patches to fix
  init mute and init output volume problem.

  [Test Case]
  Install the updated libasuond2, rm ~/.config/pulse/*; sudo rm -rf
  /var/lib/alsa/*; sudo sh -c 'echo b > /proc/sysrq-trigger' and run pacmd
  list-cards, we could see the pulseaudio load the ucm successfully and we 
could see
  the sound card is generated and all output and input devices are listed
  under sound card, but the init output is muted and the volume is very low
  if we manually unumte it. Now install the updated alsa-ucm-conf, rm 
~/.config/pulse/*; sudo rm -rf
  /var/lib/alsa/*; sudo sh -c 'echo b > /proc/sysrq-trigger', the output is
  not muted anymore and the output volume is OK to most users.

  [Regression Risk]
  This could make the machines with sof audio driver fail to load ucm
  , then all audio function can't work as before, like the speaker can't
  output sound or the internal mic can't be found or can't record sound.
  But this possibility is very low, I tested this SRU on some machines with or
  without sof audio driver, all worked as well as before.

  
  After logging in, only a dummy device is available for audio playback 
(resulting in no audible playback). When running "pactl load-module

Hello, the focal-proposed 1.2.2-2.1ubuntu2.2 package solved the issue as
far I could test; indeed, the audio output device was present after the
multiple reboots or boot-ups I did.

I don't know how clear it was before, but it's the same for me -- it
happens when I connect or disconnect a monitor. It's a TV screen, and
doesn't turn off automatically, so I make it turn on and off (using an
RS232-based protocol over a separate cable). When turned off, the TV
appears as disconnected from the computer, the desktop layout changes,
etc.

The problem happens whether or not I have another, normal monitor
connected.

One difference is that it won't actually shut down if I issue the
shutdown command over SSH (or press the power button), it starts the
shutdown process but then hangs.

This should be a pretty normal use case for laptops, so I'm surprised
that not more people see it. Maybe it appears on desktop GPUs only, or
that it resets when the computer is suspended (as would often happen
after disconnecting a monitor laptops).

Update again.
The kernel maintainers have been helpful but prefer NULL checking to be done in 
the drivers, not in the kernel.  I've explored further with some test builds 
and it turns out the NULL is actually on the dev config interfaces (usb.c:281 
current line).  During initialization the Logitech C920 sometimes 
unplugs/deactivates itself. Apparently many Logitech models do this if you 
search the issue - Windows included.  Shame to have such a great quality camera 
paired with such subpar firmware.

Anyway I'm trying fix uvc_driver.c to verify devices are still plugged
in before calling usb_ifnum_to_if.  It won't fix webcams or devices that
unplug themselves (or get unplugged) during initialization but it will
protect the USB subsystem so you can plug it back in again.
