Bug description:
  I am running Ubuntu-Server 14.04.5 LTS in a HyperV-VM with the Xenial
  HWE-Stack enabled. Until the kernel 4.4.0-112 everything ran smoothly,
  but with the kernel update to 4.4.0-116 the system cannot be launched
  and stops during the boot with the following error message:

  Gave up waiting for root device. Common problems:
   - Boot args (cat /proc/cmdline)
    - Check rootdelay= (did the system wait for the right device?)
    - Check root= (did the system wait for the right device?)
   - Missing modules (cat /proc/modules; ls /dev)
  ALERT! /dev/disk/by-uuid/99acf869-911c-47ae-917f-7e82d3c99b8e does not 
exists. Dropping to a shell!

  Also same behaviour with the latest kernel 4.4.0-119.

  I already tried to boot with the rootdelay=10 argument but this has no 
effect.

From my point of view the bug is fixed with the latest kernel included
in lucid-proposed. I did a short test as described in the first post.
Also I could build an package in a local chroot environment which
previously failed to build due to the error.

  problem is linux/linkage.h is not installed by linux-libc-dev.
  Should linkage.h be included? Or can the linux/linkage.h include
  statement be removed?
