I'm using a Dell Precision 7510 and am experiencing the same behavior.

That is to say screen stays black and machine is unresponsive when
resuming from suspend, note that this does not happen every time when
resuming from suspend.

  I often keep my laptop for some hours without using it, with the
  charging cable plugged. Sometimes when I want to use it again, the
  screen stays off, and cannot say if it's still suspended or just the
  screen doesn't turn on. One thing that I find suspicious is that
  checking the logs I have some only until some time after I last used
  it (few hours later) and then none util the next boot. To reboot the
  laptop I kept the power button down for about 10 seconds to turn it
  on, and then I could turn it on again.

  1. install dell-bto-bionic-beaver-lancel-X84-20190507-42.iso and boot into OS
  2. open "system settings > display settings"
  3. connect laptop to an external HDMI monitor via HDMI port & cable
  4. unplug the HDMI cable
  5. check if "display settings" automatically detects the removal of the 
external monitor

  Expected result:
  display settings should automatically detect the removal of external monitor 
when unplugging the HDMI cable

  Actual result:
  System does not automatically detect the removal of the external monitor when 
HDMI cable is removed.
  Sound setting also list HDMI audio in output tab after removal external 
monitor.

  Failure rate:
  2/10 to 1/10

Dear sir/madam,

I'm running Lubuntu 19.04 (64-bit) on a Dell Precision 7510 (with a
Nvidia Quadro M2000M GPU).

The Quadro M2000M is governed by:
nvidia-driver-418 418.56-0ubuntu1
nvidia-prime  0.8.10

I've just upgraded to Kernel ver.: 
linux-oem-osp1  5.0.0.1015.16

Since upgrading to kernel ver. 5.0.0.1015.16, the Quadro M2000M will not
power down, e.g. Powertop shows 100% power usage for the M2000M, even
though the "Intel" profile is selected via Nvidia-Prime.

When booting from kernel 5.0.0-1013.14, the Nvidia-GPU will power down
just fine.

I'm guessing this problem was introduced by this changeset. I do not
know if this problem warrants a new / seperate bug, if so i'm happy to
create a new bug.

Running a Quadro M2000M here.

ubuntu-drivers-common ver. 1:0.5.2.1 fixes the issue for me.

The dGPU fan is of and -according to powertop the dGPU draws zero power
when using Intel iGPU.

Bug description:
  SRU Request:

  [Impact]
  Relying on the nouveau driver and on the vga switcheroo (to get around a 
change in systemd LP: #1777099) caused increased power consumption, and slowed 
down the switching process.

  Furthermore, if the main X/Xwayland session was started by Gdm when
  the nvidia driver was loaded, the session will keep the nvidia module
  loaded, and prevent the system from switching off the dGPU. Also, the
  nouveau driver will be loaded, if nvidia is not, and this can cause
  problems to unsupported NVIDIA GPUs.

  The solution involves the following changes:

  1) Solving the problem in systemd (LP: #1777099)

  2) Adding code in gpu-manager and in nvidia-prime to unload the nvidia
  modules, and to allow the PCI device to sleep.

  3) Making a slight change to the current patch in Gdm, used to call
  the PRIME scripts before and after a Gdm session (so that gpu-manager
  gets actually called on log out)

  4) Adding code in gpu-manager to kill the main X/Xwayland session on
  log out, if the session is preventing us from unloading the nvidia
  driver. A new X/Xwayland session will be created after unload the
  module.

  5) Removing the systemd service that loads nouveau from the nvidia
  packages.

  
  [Test Case]
  1) Enable the -proposed repository, and install the new 
"ubuntu-drivers-common", nvidia drivers, nvidia-prime, and gdm3

  2) Make sure the nvidia packages are installed, and enable performance mode 
(if it is already enabled, call "sudo prime-select intel" first):
  sudo prime-select nvidia

  3) Restart your computer and attach your /var/log/gpu-manager.log. see
  if the system boots correctly. If unsure, please attach your /var/log
  /gpu-manager.log and /var/log/Xorg.0.log

  4) Select power saving mode:
  sudo prime-select intel

  5) Log out and log back in

  6) Check if the nvidia driver is still loaded:
  lsmod | grep nvidia

  Low, as hybrid graphics support does not work correctly, and the changes only 
affect this use case.

  After updating the kernel on my QEMU based VPS running 18.04 Server to
  kernel ver. 4.15.0-24.26 i noticed that php7.2-fpm.service was't
  starting:

 Loaded: loaded (/lib/systemd/system/php7.2-fpm.service; enabled; vendor

PHP7.2-fpm.service starts withing seconds after rebooting.

  After updating the kernel on my QEMU based VPS running 18.04 Server to
  kernel ver. 4.15.0-24.26 i noticed that php7.2-fpm.service was't
  starting:

Unfortunately this is a production server and i can't keep rebooting the
thing and upgrading and downgrading kernels indefinitely.

If it's absolutely critical to fixing this issue i am, however, willing
tot setup a identical VPS  and run apport-collect.
