Please perform a Stable Release Update...

[Impact]

 * Boot time in 12.04 (LTS) takes 100 % longer than in 13.10

 * LTS Release users will think ubuntu is slower than windows

[Test Case]

 * activate bootchart, reboot and take a look in /var/lob/bootchart:
about 45 sec. is normal / about 90 sec. is too much time

[Regression Potential]

 * I don't know which package(s) have to be changed to solve the
problem, but I would think of upstart to be involved

 * As there is already a fix in 13.10 I can offer you to test the fix on
my computer, before publication

Hello Christopher M. Penalver, I tested it with the latest development
release. System was up in about 45 seconds.

The 12.04 installation needs about 90 seconds to boot up (look at
bootchart in the attachment for details).

If there is something I can test. Only ask ;-)
