However, both devices work if I unplug them before turning the machine on and 
plug them later, when the system shows the login screen. I noticed that if I 
keep the keyboard connected and only disconnect the mouse during boot, the 
keyboard works and after the boot and the mouse works when I connect it.
I suspect this is the same issue as in bug 1437004 and I posted a new report 
after advice from the Ubuntu team.

I have the same Dell Inspiron 3647 SFF and I am experiencing the same
issue, although I have updated the BIOS and running kernel 3.13.0-76. Do
you need more information?
