Experienced the same problem as the OP. Downgrading to 4.15.0-43 worked
for as well. The only difference is that my laptop is Dell E7450.

To be more specific, With dock and an external screen the system freezes
when I close the laptop lid. When booting with the laptop lid is closed,
the system does not even get to login screen. With laptop lid open
everything works. With laptop not in dock everything works.

  I have a Lenovo T470s laptop with a Thinkpad Ultra dock.

  After upgrading kernel to 4.15.0-44, the system freeze and has to be
  hard reset (hold power button for 7 seconds) when booting, unlocking
  or changing display configuration when in dock.

  I downgraded the kernel to 4.15.0-43 and the problem went away.

  (The system information is collected after downgraded the kernel to
  4.15.0-43 and removing 4.15.0-44.)

Bug description:
  Often, but not always, on resume from suspend my wifi does not
  connect.  In the networking tray drop-down I can see one single wifi
  network listed (out of the many within range), and it can't reconnect
  to my network.

  I clear it with the hammer of:

  sudo rmmod iwldvm && sudo modprobe iwldvm

  I'm not sure what would be more appropriate, but that works.  Then my
  laptop auto-connects to the right network, as expected.

  Turning on/off the hardware wireless switch on the thinkpad does not
  clear the problem.

  Just before running ubuntu-bug to submit this, I had the problem, then
  reloaded the iwldvm module.

I can confirm same behavior as James Ferguson on a Thinkpad W520 with
Intel Wireless Centrino 6205 Advanced-N. Network manager fails to
display any signal strength and visible networks, but I am actually
connected and internet works. This didn't happen on Ubuntu 14.04.

https://github.com/lwfinger/rtl8723be - works for B5400. However, it is
necessary to manually declare few constants in the code:

#define REGULATORY_CUSTOM_REG   0
#define REGULATORY_STRICT_REG   0
#define REGULATORY_DISABLE_BEACON_HINTS 0

Put them somewhere, e.g. into wifi.h.
