Have you upgraded or installed it from scratch?
What do you have in /sys/devices/pci\:00/\:00\:19.0/power/control
right after unplugging power?

Bug description:
I' ve this issue since kernel 3.8.0-1 (at the moment the 3.8.0-0
allows ethernet connection without any issue) :

if I plug in an ethernet cable, nothing appends (cable unplugged in
network manager Gnome applet). If I put on instead of auto in the
  file :

  /sys/devices/pci:00/number of ethernet pci port/power/control

then the ethernet connection begins immediately and succeeds.

Wifi works flawlessly in any 3.8 kernel.
