I have the same Dell Inspiron 3647 SFF and I am experiencing the same issue, although I have updated the BIOS and running kernel 3.13.0-76. Also affected by those new kernels (3.13.0-48 and 49) Usb disks listed with lsusb but no automount or manual mount available.
