I probably miss something, but I didn't find any new 3.19 kernel in the
trusty-proposed repo:

$ apt-get install linux-generic-lts-vivid/trusty-proposed 
linux-headers-generic-lts-vivid/trusty-proposed 
linux-image-generic-lts-vivid/trusty-proposed
