That test is flaky, which will cause false failures during ADT and SRU tests. [Test case] The carrier test has been run on a loop and the failure was noticed. After the fix, the failure does not appear. [Regression potential] This fix only applies to the selftests, not the kernel itself. The regression potential would be tests failing when they were not, but no regressions to users themselves.
