Replaced motherboard and trackpad.  The problem is fixed.  Seems to have been a 
hardware issue. 
You can mark the issue as "closed" or "not (our) bug".

recognize the touchpad, so Dell believes there may be a hardware problem and is 
sending a new motherboard and touchpad. 
I'll let you know what happens with the hardware.  I'll also make a bootable 
USB version of Ubuntu so that we can test it with a known image.

No, "sudo modprobe hid-multitouch" did nothing.
FYI, my laptop started suffering problems after a trip to New Zealand.  It 
started shutting down randomly every 10 minutes or so.  Dell support had me 
upgrade the BIOS.  The laptop stopped rebooting, but then the touchpad stopped 
being detected.  (I also did "sudo apt update", "sudo apt dist-upgrade" at the 
time, so it wasn't just BIOS updates.)  The BIOS Settings interface doesn't 
recognize the touchpad, so Dell believes there may be a hardware problem and is 
sending a new motherboard and touchpad. 
I'll let you know what happens with the hardware.  I'll also make a bootable 
USB version of Ubuntu so that we can test it with a known image.
