The problem still existed in December 2019 (Ubuntu 19.04). But I can confirm that Ubuntu 19.10 fixes this issue. Please advise on the status of this bug. I'm using a Microsoft Arc and suffer from this issue where the scroll wheel stops working after some period of computer idle. I've found that Archlinux users also suffer from this problem. Same issue here. MS wireless mouse via receiver plugged into USB. Worked fined before upgrade.
