  I've found that problem is related to new Linux kernel 5.0. When I boot with 
previous kernel 4.18 all works good.

The problem still existed in December 2019 (Ubuntu 19.04). But I can
confirm that Ubuntu 19.10 fixes this issue. Most probably fix will never
be ported to Ubuntu 19.04 kernel.

Please advise on the status of this bug. I'm using a Microsoft Arc and
suffer from this issue where the scroll wheel stops working after some
period of computer idle. A restart of the bluetooth service fixes it
until the next time.

  I've just upgraded to Ubuntu 19.04 and found that scrolling with mouse
  wheel does not work any more. My mouse is Microsoft Wireless Optical
  Mouse 2000. The mouse is connected to USB port via wireless receiver
  (Microsoft Wireless Mouse Receiver v1.0).

  
  I've found that problem is related to new Linux kernel 5.0. When I boot with 
previous kernel 4.18 all works good.

  The problem is reproducible with xorg and with wayland.

I've found that Archlinux users also suffer from this problem. And they
found a solution  https://bbs.archlinux.org/viewtopic.php?id=245501

Could their patch be applied to Ubuntu kernel?

Same issue here. MS wireless mouse via receiver plugged into USB. Worked
