liburing has been added in Ubuntu jammy so marking this as "Fix
Released".

$ rmadison -u ubuntu -a source liburing
 liburing | 2.1-2build1 | jammy  | source
 liburing | 2.3-3   | lunar  | source
 liburing | 2.4-1   | mantic | source
 liburing | 2.4-1   | noble  | source

Also, since this is not a Linux kernel bug marking the other bug on
Linux as Invalid.

  In order to allow applications to use that the userspace library

  addition to the 5.3 kernel.

I changed the layout to match the libaio packages and my changes
were just merged to the upstream branch at
http://git.kernel.dk/cgit/liburing/
And liburing-0.4 should be tagged shortly.
