Ok nevermind I found other issue explaining I need to install apt-get install linux-modules-extra-raspi.
nbd.ko is found on packages.ubuntu.com also when filtering correctly https://packages.ubuntu.com/search?suite=impish&arch=any&mode=exactfilename&searchon=contents&keywords=nbd.ko nbd is not a commonly used module so I have no problem that it's in -extras. Can close. Seems kernel/drivers/block/nbd.ko is missing in linux- modules-5.13.0-1011-raspi.
