I don't know how, I'm still on 5.10. Don't know how to upgrade oeam kernel, it 
doesn't go automatically and that's one of the reasons I'm not comfortable with 
it, another is that ubuntu-bug tool doesn't recognize this kernel as own but 
treats it as unsupported third-party. 
My current command line is:
BOOT_IMAGE=/vmlinuz-5.10.0-1057-oem root=/dev/mapper/ubuntu--vg-root ro 
intel_idle.max_cstate=4 i915.enable_psr=0 i915.reset=2 tsc=unstable quiet 
splash crashkernel=512M-:192M vt.handoff=7
and one of those switches seems to work around the issue, I would like to get 
rid of those to avoid performance/battery issues but not sure which flag I 
should disable first after upgrading to 5.17?

Why are you uncomfortable running an OEM kernel? It's the kernel that is
certified for that particular HW so should support all the laptop
specific gimmicks. You are free to install whatever you want but don't
expect everything to work smoothly with a non-certified kernel.

By now you should be running a 5.15 kernel, I think. Does your problem
still exist?

Because it's oem kernel enabled by Canonical by default with my
hardware, Also I'm using LTS release for stability and don't see a
reason for using non default version of software just because it exists
- I prefer to use my computer instead being constant beta tester even
having this oem kernel is not comfortable for me, not sure if built-in
fingerprint reader will work out of the box without it

  There are ocasional flickerings with i915 drivers, the dmesg discovered one 
of possible reasons on Dell XPS13 9310:

A (start=3135 end=3136) time 2743 us, min 2385, max 2399, scanline start 2131, 
end 68


  I'm eager to debug it further if needed.
