That's probably new behavior in 22.04. Looks like a mount timeout on
20.04 doesn't drop into maintenance mode whereas 22.04 does. Try adding
'nofail' to the mount option in /etc/fstab, i.e.,

UUID=b0b81501-45ab-4a56-a5dc-480782ebedf8 /media/WORK ext4
defaults,nofail 0 2

In any case this is not a kernel problem so marking the bug as
'invalid'.

Bug description:
  I have M.2 SSD, attached to USB3 port. Everything worked fine in 20.04LTS. I 
could detach the drive, then boot the system, and it ran correctly in UI mode 
with desktop, etc.
  I have another behavior after upgrade to 22.04LTS with 5.15.0.1013 core. Now 
the system boots into emergency mode with command prompt, if SSD is detached. 
SSD linking is defined in the /etc/fstab.
  System works fine if SSD is attached to USB3 port before power is on. Also I 
can attach SDD when the system is in the command prompt mode (see above) then 
reboot from the command line, then system will boot the GUI.

Systemd is waiting for the (unattached) drive to come online and
eventually times out. That's not a kernel problem. Is this Ubuntu server
(classic) or core?
