Please keep in mind that one of the goals is to keep the development
branch of kicad as usable as possible.  That is the criteria for turning
on/off experimental features.  If we don't keep the nightly builds
usable, users will not run them which is a major setback for testing.

That would mean:

 - new features get an option
 - the option defaults to ON during development
 - options that should not be released are adjusted to OFF before RC
 - ideally, users are told about the change
 - autobuilders don't set any feature options and just go with defaults

Can we get that as official policy?

I thought Alexis’s strategy for the View Footprints in Symbol Chooser 
experimental feature worked well.  

IIRC, she added a preference just before RC1 and changed the default from “on” 
to “off”.

It has also been active for Windows nightlies for quite some time, so
people were confused when it was suddenly off in the release version.

So in addition to a decision on the action menu, we need a general
strategy for experimental features around release time.

Should we:

 - always build nightlies with default settings (experimental features
get less testing)
 - always build nightlies with all features (people will miss features
from the release)
 - switch over from "all features" to "defaults" with the first release
candidate
 - build nightlies with all features, but release candidates with default
 - ???

It may be off by default, but should we enable it by default? I think
yes. It has been discussed briefly here and there.

If we like it in the 5.0 builds I propose we set it as default on on
the 5.0 branch now.
