I am not 100% clear on what the problem is or how to reproduce it.

Yes.  I could not recreate the problem on a vanilla installation of

What I was doing when the application crashed:
In order to recreate the crash follow these steps:

1 - Load a vanilla x86_64 installation of Kubuntu (which may mean this needs to
be pushed downstream)
2 - sudo apt-get install festvox-kdlpc16k kttsd
3 - launch kttsmgr
4 - select talker tab, click ADD, form synthesizer pulldown and select
festival interactive, click OK
5 - select audio tab
6 - select ALSA, click APPLY, select KDE(Phonon), click APPLY
7 - click Talkers tab, click the talker added in step 4, click EDIT, click
TEST
8 - Sound should radiate from the speakers but the kttsmgr crashes instead

If this needs to be registered with Canonical's Launchpad then let me
know.

The error file or folder  does not exist is usually an
indication of a saved bookmark in your Places list that no longer
exists.   You should launch Dolphin, press F9 if your Places tab is not
visible by default and check all your Places to confirm they all point
to valid locations.

Could you please attach a video of the problem you are having?  You can
use recordMyDesktop and recordMyDesktop-gtk or xvidcap which are both
available via the Software Manager.   I am hoping a video of the problem
and the debug log will provide enough information so a developer can
track down the cause and offer a solution.

I am sorry.. I missed a step.  Here is the amended process:

Could you please attach a debug log from K3b for us? If you are running
KDE then here are the steps necessary to create the debug log then
restore your settings to their previous state. You can copy and paste
the commands into these commands into a console.

1) enter this into the console and press enter:
sudo cp ~/.kde/share/config/kdebugrc ~/.kde/share/config/kdebugrc_bak
2) enter this into the console and press enter:
kdebugdialog
3) Click SELECT ALL when the kdebugdialog box appears.
4) Click OK
5) enter this into the console and press enter:
k3b 2k3b_debug.txt
6) K3b should launch. Attempt to recreate the bug.
7) Exit K3b when finished.
8) enter this into the console and press enter:
sudo cp ~/.kde/share/config/kdebugrc_bak ~/.kde/share/config/kdebugrc
9) Attach the resulting k3b_debug.txt to this bug report.

If the uploader of the theme did not provide a kde-look.org download file, but

 Actually the package is system settings but that wasn't a choice and
 officially KDE no longer has kcontrol.

 Regardless. This is kubuntu obviously. Kubuntu 9.10. Amd64

 Steps to reproduce:

 1) Open System Settings and navigate to splash screen configuration

 2) Click on Get New Themes

 3) Click on an Install button to get a new splash screen

 4) The button should turn to Uninstall (occasionally this does not happen
 but
 only for certain items; if that happens, try a different item)

 5) Close the dialog. Note that no new theme was installed.

 6) In a shell or explorer, navigate to ~/.kde/share/apps/ksplash/Themes -
 Note
 there will be a new file in there. View it. Note it will be some HTML page
 directing you where to go download the actual file you need.

 If you download the file manually and then ask the configuration to read
 the
 file from the hard drive all is well.
