IMHO, the best workaround is this:
cp /etc/default/locale /etc/default/locale_orig  locale  /etc/default/locale
then vim  /etc/default/locale
in the command mode (type ESC twice to be sure), type this (you should see the 
command at the bottom of the screen:

:%s/de_BE.UTF-8/en_US.UTF-8/g

Then  hit enter (not too hard!)
This will replace all instances of de_BE.UTF-8 by en_US.UTF-8
Adapt as you like, YMMV

I have a similar issue when choosing UK English as locale and Belgium as 
country:
locale: Cannot set LC_ALL to default locale: No such file or directory
LANG=en_GB.UTF-8
LANGUAGE=en_GB:en
LC_CTYPE=en_GB.UTF-8
LC_NUMERIC=de_BE.UTF-8
LC_TIME=de_BE.UTF-8
LC_COLLATE=en_GB.UTF-8
LC_MONETARY=de_BE.UTF-8
LC_MESSAGES=en_GB.UTF-8
LC_PAPER=de_BE.UTF-8
LC_NAME=de_BE.UTF-8
LC_ADDRESS=de_BE.UTF-8
LC_TELEPHONE=de_BE.UTF-8
LC_MEASUREMENT=de_BE.UTF-8
LC_IDENTIFICATION=de_BE.UTF-8
LC_ALL=

Harald Sitter, I did what you suggested, and got this:

: # kreadconfig --file kdeglobals --group Locale --key Language

kreadconfig --file kdeglobals --group Locale --key Country

also please run kdebudialog, enable everything, run systemsettings from
a terminal,  twiddle the settings and apply and paste output from
terminal
