Is it on Windows or some other OS?
Looks to me like it is trying to use the wrong UTF encoding/decoding.
I'm not sure if that is set in the email client or in the system.
It might be something to do with fonts, maybe, but again i am not sure
where to set that.
I'm trying to send this as plain text although many email clients
default to html. I don't think that is the issue but just in case it
is then it might make things easier.

[libreoffice-l10n] Removing 4.2 project, updating templates for 4.4
Hi *, I'll be removing the 4.2 projects from pootle and then update against templates for 4.4 project. in help, two strings were changed (Insert - Media - Image → Insert - Image) in ui, strings regarding the openCL configuration were added I'll put pootle into maintenance mode this time during the update. And even if it doesn't like utf-8 for some reason, it would still decode correctly in us-ascii (as in this case no non-ascii letters are included. Your client ignores the transfer-encoding and instead tries to interpret it as byte-sqeuence or similar...
