Hi, it switches between those cases of letters (like toggle case). It goes in cycles, so I guess that is why the rotate is used (after the last option it moves to the first option). Because there is a toggle case function that changes/inverts case - as a matter of fact, it would be better to call it iNVERT cASE than tOGGLE cASE. Then Rotate case could go back to Toggle case.
