Dear Ilske, There is a Nancy Evans near Seattle who is a lace dealer (I have purchased from her). She identifies lace, and teaches needle lace. She was on the faculty of the International Old Lacers convention last year (and I think will be on faculty again this year). I have taken classes with her.
