Rebuilding works after cleaning out the compiled units/ lib/ and bin/ out
of the profile directory.

 It never was in this location. But yes it has moved.
 So if you have an old lazbuild, or previous IDE it will not build (a
 package must be added by hand).

 I only tested 1.4RC on windows, and had no issues recompiling.

 Which method do you use to build? IDE, Lazbuild, ...?

 And does (temporarily) cleaning the old config dir help?

Compiled a few of my projects, works on Fedora 21 x64. But trying to
rebuild the IDE gives:

File /usr/lib64/lazarus/ide/cmdlinedebugger.pp not found.

Think it's a problem because the android emu up to android 2.3 (api level
9) uses ARMv5, not ARMv6.

I tried the packages on a Fedora 15 i686 system, it works. My project
compiles and works correctly, except I could not run it (debugger problem),
but that's probably not related to the packages.

[Lazarus] Did the executable output path change?

In r29190 the executables were output to the same directory as the project file 
if given a target file name in options. Now (r29435) the executable file is 
output into the unit output directory, regardless if a target file name is set 
or not. Creating a new project makes no change. Why the change, and how to 
modify this behavior?

Can you send the compiler options you are using?  You can copy them by going to 
Project - Compiler Options - Show Options (Button)
