I have done quite a few of those records and I prefer to transcribe from the 
images and put that text into the Source Text under Text/Comments.  For the 
actual Source Detail, I just put the person's name, cemetery, cemetery 
location, and sometimes the grave location which I'm sure isn't the correct 
way.  I don't believe Ancestry gives an actual Source Detail like they do for 
other sources.  I have never figured out how to create a Source Detail for this 
source among others that aren't provided on websites.

Here is a transcription of one of my US National Cemetery Interment Control 
Forms:

State: California
Service Data: U. S. Navy
Birth Date: 13 Jun 1896
Death Date: 2 Sep 1953
