Just a suggestion, but as you said that you are just getting into version 9
- have you activated the Deluxe version - perhaps the To-Do Category List
is only available in the Deluxe version - just thinking outside the box

It's empty. I don't have an Import link in the Options menu. So I went to
File/Import but found no option to import to-do categories. Any other

It shouldn't be.

Go to View > Master Lists > To-Do Category
If that list is empty you have a problem with your installation.

Click Options > Import
Click on To-Do Category List to put a check mark in the box.
Click the Import Defaults
That should repopulate your categories.
