Forgot to mention. Is the sanity check after adjusting the toolchain Ok?
(specially regarding the "include" part)

Could you try "ls -l /usr/include/zlib.h" and "file /usr/include/zlib.h"

Do not look at library directories: libraries are not involved here (it is not
a linking stage).

Also, the "libtool: ..." command you have provided is not the one failing.
Find the one with "../../bfd/compress.c" in it.
(but I doubt it will show anything new, unless there is a "nostdinc" or so)
