No that is not a problem, it is intended behavior.

esp. the notes at the end (hint: you want make dev-install -o build
if you are really, really sure your build is up-to-date when
dev-installing -- use on your own risk, might eat your kitten, just
like it did before).

Hello,

I chatted with scarabeus and we both agreed that there's a problem when
running make dev-install because it reruns the build for install targets
when It shouldn't.
