If that's _all_ cells, then that should be it. If devs are afraid of users misusing any selection method, the way it should be considered should be to affect the resulting selection, not the attribute not being applied to part of the selected cells. For example, as mentioned in bug 131916 comment 14, if users use [CTRL]+[A], the initial selection should cover the immediate active range of cells. The second immediate consecutive [CTRL]+[A] should select the entire active range of cells. Only the third [CTRL]+[A] would select the entire worksheet. This of course should depend on whether a surrounding active range exists, and/or an entire active range of cells exists; when either of them is not relevant, the next "step" of the selection takes over. So, for instance, if the worksheet is entirely blank, the first [CTRL]+[A] immediately selects the entire worksheet. Whichever the case, when a selection of cells is performed, the attributes or actions that follow the selection should apply to the entire selected range. IOW, please don't overprotect users from their own actions. Preventing users from performing expected actions and receiving expected results should not be overpowered by misused or "by-mistake" selections/actions. Help users, but please don't "block" users from performing the intended action. @kitchm -- Implicit in the OP is an (incorrect) expectation that it is possible
to learn how to use the software from the (online) Help pages, such as the one
you cite in comment 2.
The Help pages are intended primarily to document the behavior of different
controls and commands. Occasionally there is a brief "guide" about how to do
some limited action, such as the second URL cited in comment 1.
Meanwhile, the OP does not give any indication of whether you attempted to use
"extended tips", which answers many of your questions.
Finally, if you want to learn how to use Table of Contents functions, then I
would recommend to look in Chapter 15 of the Writer's Guide 7.3. It will
discuss the options in the dialog and how to use them.
As it happens, this dialog (including the extended tips) and its help page are
getting some corrections in connection with bug 153596 and bug 152605. I will
see if some tooltips can be added.
In relation to the OP, I think this ticket should be closed as INVALID
("problem described is not a proper bug report") or INSUFFICIENTDATA ("problem
lacks information ... to follow up with the bug triage").

And since that was a bug fix, just one of hundreds bugfixes, it's not something that goes to the release notes. (And I didn't think about this behavior change back then; it wasn't intentional; if I did, it wouldn't change things, I'd only mention that in the commit message and in the bug.) What I do know is that, as a simple common user, I would expect that a copy of a worksheet would behave the "same" as the original. If a formula is using an absolute reference for a worksheet, I would expect to be kept in the newly-pasted copy with the same absolute reference. The same goes for a CF that depends on an absolute reference. I have to admit that, even if I would had known about such behavior's change, I'm not sure I would had realized I was about to make a mistake in some common "duplicate sheet" action. Of course this is speculation ATM. IOW, I could understand the frustration of users finding out that what was supposed to be a copy, it is not really an exact copy.
