Why it fails when opened normally: 1. It uses a normal auto-detect procedure. 2. In it, it iterates all filters, asking each to try to detect the file. 3. In the list, DOCX filters happen to come prior to ODF ones ... 4. But DOCX filters, when encountering the ZIP error, fail silently 5. While ODF ones, when see the same ZIP error, produce the warning, and then proceed with the procedure from comment 23 - which is described by "We don't do any type detection on broken packages (f.e. because it might be impossible), so for repairing we'll use the requested type, which was detected by the flat detection" comment there. Which makes LibreOffice use an ODF filter unconditionally on this file, which finally expectedly fails elsewhere. The problem is: we need to handle the ZIP error early, and introduce the repair mode early, still keeping the autodetection with it. So, in the next LO release it should be possible to set the new environment variable SAL_ALLOW_DEFAULT_HINTING to some arbitrary value (it's just checked that it is not undefined) and then the hinting style defined "outside" of libreoffice will be used. E.g. in Linux you would set via X resources, e.g. define the line Xft.hintstyle:hintmedium in $HOME/.Xdefaults for medium hinting and call "xrdb -merge $HOME/.Xdefaults" (or just log out and in again). It appears that it's related to the "Automatic" check-boxes in the style settings (Footnote Characters -> Position and Footnote -> Indents and Spacing -> First line). When they're disabled and instead a specific value is added, then Word correctly displays the footnotes. I'm not sure if it's a LO bug, or these "Automatic" check-boxes are something new in LO so Word need to catch up with compatibility... Anyway... when saving in .docx, LO can set "hard values" to these settings, with which Word can display correctly. There's another mishandling and it's with the separator line. When the file is saved as .docx, the separator line gets "Default Paragraph Style", and often in academic writing the line spacing is 1.5, and thus in Word the footnote separator line becomes overpadded.
