The option is to have it centered and no other way. :D

Yes it would be useful for all options which have text in the toolbar and
having a listbox in the Tools > Options > View > User Interface called Toolbar
text size would be good.

Yes my mention of a11y was for users with low-vision and those who would be
more comfortable clicking larger buttons with the mouse. Would also be useful
for those using tablets and having to click with their fingers.

Agree, adding an additional option of Text centered *under* Icons would be a
valid format, the drawback is consumption of vertical space.

But to be of more use, the font size (using 'system' font) might need to be
adjustable--perhaps provide small, medium, large size (if not to specific
points).  Distinct from, or maybe to replace, the User Interface scaling (Tools
-> Options -> View: User Interface "Scaling") that was removed for 5.3 -- bug
