Reading .. graphics style similar to table style/frame/list style etc in the sidebar.. I'm not going to stick my neck on the chopping block for this one... That said, changing it at the graphics style DOES seem to be the right place to do it. The conclusion from UI in a duplicate report was:

alter the suggestion with that value. This refers to the "spacing to contents"
on all 4 sides.]

The "Graphics" frame style is automatically applied to inserted images. (I
tested this back to LO 5.0 - always worked.) That is the likely place to adjust
the defaults (currently defaults to 0 in 7.0 master).
