Thank you for your help in identifying the lack of anchoring, an error of
inconsistency on users part that is tolerated by MS Word but Writer is
sensitive to.
I have advised the user of the error and corrected the document in MS Word,
also tested in Libre Writer. 
I have advised a technique to ensure that anchoring is correct. Clearly without
this error there would have been no problem with Writer.

Hopefully this will get the user more competent whilst alerting to a difference
between MS Word and Writer.

I can't tell you off the top of my head, how to anchor it As Character in Word.
You may try to fix it in LibreOffice by re-positioning the image in the table
and right-clicking it and selecting Anchor - As Character from the context
menu.

For sure it is a bug in LibreOffice.

Writer. There may well be an error to document creation or image positioning,
however Word does seem to cope. The document is one of a series of newsletters
produced by a lady. All readers with MS word see no problems, but Libre Writer
readers see this signature image problem. I do not understand your AS character
statement, I need to understand so that I can recommend to the document creator
a practice of image placing that is stable and compatible with Writer.

Confirmed.

The well-behaving other signature is anchored As character. So, change the
unruly one to As character to get an immediate fix to the problem.

I could not find a duplicate, which was somewhat surprising..
